Japan IC Card System Application Council (JICSAP) is a membership organization, established in March 1993, in which users, system providers, policy planner, etc. collaborate together for the purpose of application investigation and research, popularization/enlightenment activities, and examination/standardization of use technologies to create a card society based on IC cards.
In the standardization activities of IC cards, this council has been engaged in preparation of JIS drafts, establishment and disclosure of the JICSAP IC Card Specifications.

JIS X 6306 Established on Oct. 1, 1995: Identification cards - Integrated circuit(s) cards with contacts - Interindustry commands for interchange complying with ISO/IEC 7816-4.
JIS X 6321-1 Established on Oct. 20, 1998: Identification cards - Contactless integrated circuit(s) cards - Physical characteristics complying with ISO/IEC 10536-1, 2, 3.
JIS X 6321-2 Dimensions and location of coupling areas,
JIS X 6321-3 Electronic signals and reset procedures.

In Japan, along with popularization of open networks typified by the Internet, it's just time that the IC card technologies with the characteristics of multiple functionality and higher level security functions are being merged together. In application areas such as electronic money and electronic transactions which are the keywords of the information age and also in the basic plan to promote administrative information processing and networking systems projected by the government, this trend and movement will bring forth a fruitful result for our social lives.
For further expansion of use of IC card systems, in addition to technical issues to be solved such as standardization, interoperability and security, there are a number of institutional issues such as privacy protection and consumer protection. The Japan Ic Card System APplication council with the mission specialized in the technologies and applications of IC cards is going to tackle with the tasks to properly respond to the requirements of the society. The continued support and cooperation of the JICSAP members and the concerned will be highly appreciated.
